Looking after all the examens of the institute; implementation of (new) rules and regulations of the Ministry of Education & Science regarding Exams: to validate the exams, constantly improvement the basic quality of exams, responsibilities of the Examination Board, roll of the management regarding exams and more.

Member of the Sectorkamer SBB (Samenwerking Beroepsonderwijs Bedrijfsleven).

Representative of the private training companies to approve the vocational education and training programmes for the Industry and Construction area in the Netherlands. The SBB is the new organisation submitted by the Ministry of Education and will take over the public tasks of the Knowledge Centres.

Member of the Commission Code of Conduct International Students in Dutch Higher Education and Vocational studies.

The Commission is appointed to supervise and test that higher education institutes observe the Code of Conduct in their procedures. One way of effectuating this is to handle petitions from students that have been submitted on the grounds of the Code of Conduct.

Advice about the accreditation of the higher educational programmes via the NVAO and prepare the company for the audits of the Inspectorate BVE (Vocational education and training) of the Ministry of Education, Culture and Science.

Consultant to the Ministry of Economic- and Foreign Affairs of the Netherlands, Rijksdienst voor Ondernemend Nederland for Oman and Saudi-Arabia.

Supporting various initiatives from Dutch companies exporting their knowledge and experiences in the field of education and training to the Middle-East.

Consulting a Consortium of 5 Dutch companies named LEX “The Learning Exchange Group”, a Dutch approach to Vocational Education and school design for Oman and Saudi-Arabia: “Building for Better Learning”.

It is their specialization to design and build in precast all kinds of buildings, specialized in schools and colleges by setting up a modern and attractive building with an innovative and inspiring learning environment for 21th-century skills. But also car parking, hotels, hospitals, offices, standardized houses.

It regards the companies LIAG Architects, CD20 Building systems, ICS consultants, CINOP Global and STEP consultancy.

Consultant to SOMATI Vehicle BV at Erembodegem - Belgium to Oman

Support the company to set up a branch in the Sultanate of Oman, drafting a feasibility study and a plan to visit Oman, prepare the meetings with relevant industrial companies, two possible sponsors / partners and relevant governmental institutions. Organising the trip by selecting tickets, hotel facilities, transport and all the necessary activities to make the visit a success.

Consultant for the Port of Antwerp Port and the Port of Duqm in the Sultanate of Oman

The Port of Antwerp participates in a joint venture with the Government of Oman to set up a new port in the south of the Sultanate of Oman. Heijbos consulted the Port of Antwerp and the CEO of the Port of Duqm in the recruitment and training of new Omani staff by drafting selection procedures, tests, interviews and training programmes for the new staff, all according to the rules and regulations of Oman.

After the training the trainers and trainees evaluated the programme. Drafting an Omanisation Plan: how to reach the required level of Omani staff within a certain number of years.

External member of the Examination Board of the Inter College Business School (ICBS) located at Utrecht, Amsterdam and Rotterdam -The Netherlands.

To approve the final theses of the students in obtaining the Bachelor level according to the requirements set by the NVAO (Nederlands Vlaams Aacreditatie OrganisatieOrganisatie = Dutch -Flemish Accreditation Organization) based on European requirements (Dublin Descriptors) and all other obligations related to being a member of the Examining Board (OER, tests and examinations).

Guest lecturer / country specialist for Oman (Middle-East) at the Royal Tropical Institute, Amsterdam-The Netherlands.

Providing lectures for staff who will be seconded to the Sultanate of Oman. Subjects like the political and economical situation in the country, the Royal family and the Government, Oman being part of the GCC and Arab Liga, democratic movements, how to work and live in Oman and how to deal with the Arab culture and religion are parts of the lecture.

Manager MBO and HBO studies at Dirksen Tuition in Arnhem-The Netherlands.

Dirksen Tuition is an institute in the Netherlands for distance learning via blended learning programmes in the field of ICT, Telecommunications and Industrial Automation.

Responsible for the accreditation of the higher educational programmes via the NVAO and prepare the company for the audits of the Inspectorate of the Ministry of Education. Improve the support to the students for the Vocational training programmes and Bachelor studies. Control the finance for the collecting the tuition fees. Keep close contacts with and involve the employers of the students to participate in the study of their employees.

Organizing regular meetings with the Examination Board, the Committees for Occupational reflections, Committees for the improvement of the study programmes.

General Manager / Dean of the International Maritime College in the Sultanate of Oman

Setting up from scratch an Institute for higher education in Maritime, Port & Shipping and Operation Technology studies (Diploma and Bachelor degree) in Muscat-Oman-the Middle-East by order of the Shipping & Transport College Rotterdam and the Government of Oman, called the International Maritime College Oman. (see www.imco.edu.om)

Organizing regular meetings with the Board of Directors and with the Shareholders of the College, prepare the Annual Report via Accountancy.

The following actions were taken:

    To study local laws (labour and commercial laws);

    To register the College at the Chamber of Commerce;
-
    To find a temporary building;
-
    To set up an administration system (students, finance, marketing, academic, examinations);

    To develop curricula for four diploma & bachelor studies;

    To enrol students and allocate scholarships;
-
    To recruit academic- and admin staff;

    To purchase equipment, simulators, furniture, course material, training equipment;
-
    To set up a proper communication /  IT system;
-
    To develope Policy Manuals, Exam rules and regulations, Student Handbook;

    To set up a Quality System according to the rules in Oman;
-
    To approach companies for additional tailor-made training;
-
    To cooperate with the Government of Oman about scholarships;
-
    To prepare a future new building for the College.

    To prepare regular meetings with the Board of Directors and with the Shareholders;
-
    To prepare the Annual Report with the support of and audited by an accountancy firm;  

The management of the College was handed over to local staff in 2009 together with 700 students and 70 staff.

Consultancy to evaluate the graduation process of students of the Hogeschool TIO.

The following actions were taken:

-   To study the current graduation procedures and the NVAO guidelines;
-   To evaluate with academic staff the assessment of students;
-   To read and review students’ theses;
-   To draft a revised plan of graduation, including assessments;
-   To discuss this plan with staff and implement it.

Interim - management of the Higher Education for Bachelor Hotel Management and Tourism (Hogeschool TIO), a College with 500 students and 80 tutors in Utrecht, the Netherlands

The following actions were taken:

-   To take over the management of the College;
-   To get acquainted with staff and hire new staff;
-   To implement the Policies of the Hogeschool Tio;
-   To enrol new students and organize graduation ceremonies.

Chairman of the Accreditation Board of DNV for setting up and maintaining a system for Personal accreditation of employees working in the field of preventative corrosion

The following actions were taken:

-   To examine the need for accreditation and the support from the companies;
-   To set up a system of Personal Accreditation with the support of DNV;
-   To develop assessment criteria;
-   To set up an assessment centre;
-   To inform the companies concerned about the requirements;
-   To set up an Accreditation and Examination Board.

Chairman of a VAPRO-OVP committee for the acceptance and implementation of competence profiles for operators working in the process industry and the petrochemical industry as well as related industries in the Netherlands

The following actions were taken:

     To set up a committee with sufficient basis for acceptance;

     To examine the profiles made by VaPRO-OVP staff;

     To inform schools and companies about the new profiles;

To participate in seminars about this subject.

Secretary of the Board of KNJV (Royal Dutch Hunting Association) responsible for providing diplomas to individuals to allow them to do any kind of hunting in the Netherlands
